Federal 25C: not for property placed in service after December 31, 2025
The Energy Efficient Home Improvement Credit (IRC section 25C) is not allowed for property placed in service after December 31, 2025. That is the IRS rule after Public Law 119-21. “Placed in service” means the equipment is installed and ready to use — not the day you signed a contract, paid a deposit, or had a unit dropped on the driveway.
A furnace, air conditioner, or heat pump first put into use in 2026 should not be planned around 25C. A 2025 install is a tax-year 2025 question for your tax professional. Where homeowners should actually look: utilities
Rebate programs are written by utilities, change without much warning, and usually depend on who sells you power or gas, what you are replacing, equipment ratings, new vs. existing home, contractor-list rules, and application windows.
Start here, then confirm on the utility’s site:

Snohomish County PUD — most of Snohomish County, including much of Everett, Lynnwood, Marysville, Arlington, and Lake Stevens. Heating rebates: snopud.com. Many heat-pump offers require a PUD-registered contractor and electric heat as the primary heat.

Puget Sound Energy (PSE) — common in Skagit (including Mount Vernon) and most of Whatcom (including Bellingham). Heating rebates: pse.com. Rules differ by what you are replacing and by income-qualified paths. New construction is often excluded.

Local Whatcom utilities — City of Blaine Electric and City of Sumas Electric serve some addresses. Cascade Natural Gas serves many gas customers in Whatcom and Skagit. Whatcom PUD is not a typical residential electric provider.
Amounts change. Eligibility is picky. We will say which program might apply and help with invoices, model numbers, and applications. The utility decides. If a Washington state program currently applies, we will point you at the official page rather than guess.
How this ties to the work we install
Forms follow the system we actually put in: ducted heat pump, ductless, furnace, or AC. New construction and retrofit are often treated differently. Light commercial is usually a different program, or none. Maintenance does not create a rebate. Local context: Everett, Bellingham.
Rebate FAQs
Can I still get 25C if I buy the equipment in 2025 and you install in 2026? Not under the IRS placed-in-service rule for 25C. A 2026 install is a 2026 placed-in-service date. Ask a tax professional if your facts are unusual.
Will you fill out the utility rebate forms? We help with contractor-side paperwork and equipment documentation. Some programs require a pre-registered contractor and the rebate shown on the invoice. We will be specific on your bid.
Why won’t you print a rebate dollar amount on this page? Because the number you saw last spring may already be wrong. Snohomish PUD, PSE, and the Whatcom utilities update offerings. Use their current pages.
Do commercial projects get the same rebates as houses? Usually not. Ask us and ask the utility. See commercial HVAC and about us.
